(Colorado Springs, CO) -- Colorado Springs City Council members are considering another rollback in residential electric rates. Council members acting as the Colorado Springs Utilities Board said yesterday rates could be reduced by about three-point-five-percent in September. That's when a second boiler at Martin Drake Power Plant should be operating. A two-point-two-percent decrease was approved this month when one of the three boilers started up. The plant shut down in May after a fire.
