(Denver, CO) -- A bill that bans the practice of jail time for court fines is heading to Governor John Hickenlooper. It was given final approval in the state Senate yesterday. It was proposed after recent ACLU research which showed it was a common practice in the state for those too poor to pay. Under the bill, judges would be able to provide alternate sentencing or set up a payment plan for those who owe. The governor is expected to give his signature.
